ONLINE ANIMAL CRUELTY COMPLAINT
This online form must be filled out in its entirety, including your personal information, in order for the complaint to be processed. All information is confidential. If you have witnessed physical animal abuse you may be asked to write a witness statement. To speak with the Highland County Humane Agent, please call 937-393-2110 during open business hours.
Reporting concerns
Humane Agents do not respond to calls about stray loose dogs, dog bites, or dog attacks on other animals. For those calls please contact the Highland County Dog Pound at 937-393-8191. Please note there are currently no laws, state or local, governing stray cats.
Cruelty, neglect, and abuse
If you believe or have witnessed a crime involving animals, provide complete information on the report form to initiate an investigation. We will not investigate complaints unless we have the complainant's name and information, which is kept confidential.
Due to the confidential nature of investigations, you will not receive any notification regarding the results or outcome of any investigation. Rest assured, however, that we take every complaint seriously and will take all steps within our authority to resolve them.
What happens after a report
- The Humane Agent makes a visit to the location of the complaint.
- If observations show the complaint has some validity, contact is made with the responsible person or persons in an effort to correct the situation.
- Additional investigations and consultations with other law enforcement agencies may be required until the condition is corrected.
- If there is no cooperation within a reasonable amount of time, charges may be filed and the animal or animals may be removed.
If the complaint is about physical abuse, nothing can be done without an eyewitness willing to testify and/or documentation provided, such as photos or video.
How to make an official report
To report animal cruelty, neglect, and abuse, call the Highland Humane Society at 937-393-2110 during open hours, Tuesday–Friday 12–5pm and Saturday 11am–3pm. After hours please fill out the online form. Our Humane Agent may reach out to you for more information as needed.
Reports of animal cruelty cannot be taken via social media posts, social media comments, voicemail or direct messages. To make an official report, call 937-393-2110 to speak with someone or submit the online form (opens in a new window on an external site). If you call and must leave a voicemail, the Humane Agent will call you back and can only begin a report after having spoken with you.
