REDUCING PET OVERPOPULATION IN HIGHLAND COUNTY
Highland County Humane Society's mission is to provide a peaceful temporary home for adoptable cats and dogs, place them in suitable homes, increase awareness of the humane treatment of animals, and promote spay/neuter programs to reduce the overpopulation of cats and dogs.
Low-cost spay/neuter clinics are open to anyone in any county
HHS is proud to announce that for 2026 we are partnering with the Rascal Clinic, a mobile vet service providing spay and neuter services for dogs and cats, and with Ohio Alleycat Resource (opens in a new window on an external site) for spay and neuter services for cats only.

How to sign up
- In-person sign-up only, at 9331 State Route 124, Hillsboro, and only when we are actively scheduling for clinics. Sign-up dates are posted in our Facebook events for each clinic and under shelter events.
- No remote scheduling. We cannot accept payments or schedule appointments via phone, Facebook or email.
- Limited availability. Spaces are limited and filled on a first-come, first-served basis.
- Non-refundable fees. All spay and neuter fees are non-refundable.
Rascal clinic pricing — 2026
Rascal raised their prices as of January 1, 2026. The Humane Society charges a $20 admin fee to help cover the 46 hours of paid employee time it takes to run a Rascal clinic; that fee is already included in the prices below.

OAR clinic pricing — 2026 (cats only)
OAR clinics are open to anyone in any county. Cats must be 8 weeks and 2.5 lbs or up. The Humane Society charges a $20 admin fee to cover employee time and fuel to transport cats to the OAR clinic in Cincinnati; it is already included below.

Rabies vaccine requirement
A $10 upcharge is required for pets not already vaccinated against rabies. The vaccine will be administered on the day of surgery.
Dentals
Rascal allows 2 dental appointments per clinic. To receive a dental, an animal must already be spayed/neutered or be getting spayed/neutered at the same clinic.
HHS requires a $100 deposit for dental appointments. This is not the full cost of the dental — the vet will examine your pet and contact you with the full cost before proceeding. The remaining amount is due at time of pick-up. We accept cash and cards only.
